As background for this motion, here is the letter that as sent to Mr. Bittermann to notify him of the process of expulsion which followed the terms set forth in SOP 320-1.

Dear Glenn Bitterman:
This letter is to advise you that in 30 days from the date of this letter, the Board of Directors of HPAC will be taking a vote on whether to expel you from the Hang Gliding and Paragliding Association of Canada. This vote will be taken in accordance with the Association's SOP 320-1 (http://www.hpac.ca/pub/?pid=89).
You have 30 days from today's date to make your case to the Board as to why you should not be expelled. Under Section 6 of the PRD, you will note the following: "It is the responsibility of the Member to contact the directors, and the discourse may be conducted in a format (email, regular mail, fax, telephone, in person) mutually agreed between the Member and each Director". You will find the contact information for each Director of the Board at http://www.hpac.ca/pub/?pid=22.
The Board of Directors is taking this vote as a result of the following:
- At least two seasons (2012 and 2013) of conducting tandem flights, while fully aware that you were not certified to do so, thereby endangering public safety and placing the flying site, its landowner and the sport at risk
- Conducting these activities in the full knowledge that you your tandem activities placed HPAC's liability insurance for its members at risk as well as the coverage provided to landowners under HPAC's insurance
- Your non-compliance with several cease-and-desist communications from HPAC after reports of concern about your skill level and concern for your and your passengers' safety from pilots at multiple flying locations
Please contact the members of the Board of Directors on an individual basis to discuss these issues, if you wish. The vote of the Board on whether or not to expel you from the Hang Gliding and Paragliding Association of Canada will take place 30 days from the date of this letter.
