Considering the requirements for the senior rating (PG), the documents submitted by the Jacques Blanchet (member#2377) and Rene Marion's recommendation, do you support the HPAC BOD in awarding Jacques Blanchet a senior rating (PG)?

I have received an application from Jacques Blanchett, Member # 2377 for both a T2 and Senior Rating. The recommendation has come from Rene Marion who is a current Senior and T2 Instructor. Jacques meets all the requirements needed for both his Senior and T2 rating as per
SOP 420-0 and SOP 430-1. Please visit the following links if you need a refresh on the requirements:
The final requirement is the approbation and approval of the Board of Directors. To aid you in your decesion I am attaching the letter of application from Jacques Blanchett.

Jacques Blanchet - Application and Senior Instructor Tandem 2
Hello to you all,
This letter is to introduce you to my motivation to become Senior Instructor and Tandem 2.
I have always been passionate about aviation and I got my glider license in 1985 and in 1986 a private pilot's license. I am a graduate of the Ecole nationale d'aérotechnique where I received my diploma in aircraft maintenance in 1989. I was a member of the League of cadets from the air for almost 8 years where I then taught the theory of flight candidate for the pilot course.
I also worked in the school glider for 2 seasons.
I paraglider pilot since 1998 and I founded the school Sail 4 Seasons 5 years ago. The education there is placing first on security and a progressive and personalized approach. We operate a site winch on the south shore of Montreal and we train our students paragliders at several sites in the province during the gatherings, it gives an opportunity for our students to experiment with multiple sites, to meet other schools and instructors in addition to creating a good exchange of experience for all drivers and for all levels.
I was club president Privateering in 2000 and 2001. I was also director of education within the AQVL for 3 years, liaison officer with Transport Canada, head of the festival committee for several years and Quebec Regional Director for 2 years where my goal was to review of our education system both at the provincial level and national level to increase our teaching to a standard aviation as safe as possible and to bring instructors and establish a minimum standard of basic education to enable every student and instructor to actively monitor the progress of learning.
I still intend to continue to contribute to improving our education and to promote our sport. I am convinced that obtaining my level Tandem Senior and 2 may be beneficial for the rapprochement between the instructors and to realize the goal of a common education quality through our schools.
I have worked since mid-August to a full-time development of my school and the free flight since the company where I worked full time since the last 17 years has ceased operations. It gives me the opportunity to put all my efforts to the development of our sport through education that I live and the passion that drives me to share this wonderful sport.
I believe that the skills and experience I have as an instructor and tandem pilot, I am an excellent candidate to become a senior instructor and tandem 2.

Jacques Blanchet, ACVL # 2377 a conduit sus ma supervision avec succès le cours d'instructeur du 9, 10 et 11 Mai 2008 et le cours d'instructeur tandem du 24, 25 Mai 2008.
Jacques détient tous les prérequis et une maturité suffisante et je le recommande comme Instructeur Senior et Instructeur Tandem II.
Jacques Blanchet, ACVL # 2377 led under my supervision successfully completed the course instructor, 9, 10 and 11 May 2008 and the course instructor tandem of 24, 25 May 2008.
Jacques has all the prerequisites and sufficient maturity and I commend him as Senior Instructor and Tandem Instructor II.
