CIVL is the Comite Internationale de Vol Libre, i.e. the hang gliding commission, of the FAI (Federation Aeronautique Internationale). Why are the names in French? Well, the FAI was founded in Paris almost 100 years ago, and most sports have stuck with the tradition of using the language for the names and acronyms.
CIVL's job mostly is to set the rules for international championships and records & badges. If you have questions or opinions about any of that, get yourself a copy of the Sporting Code or other useful documents from the CIVL website so you have some facts on hand. Then, post a question or comment here.

The FAI was the first and the best organisation to record all best flights in the beginning of aviation. They started before or soon after the Wright brothers memorable flights. Hang gliding beginnings reminds me of aviation beginnings. Wait, I wasn't there of course, haha! Just readings and vidéos. -----
