I stipulate that we can only implement this change once we have a substitute in place that is acceptable by Transport Canada. Voting on this motion can continue though, because it doesn't specify that the change has to be implemented immediately, before the substitute is ready, but instead it paves the way for doing it once it is.

I took the liberty of filling in the blanks that Bruce left with an appropriate motion number and title.

Although it may be necessary to have a HAGAR to fly as a student it doesn't need to be a requirement for a student or a novice. However I believe that an Advanced rating should require a HAGAR rating.

Maybe, but considering how hard & expensive TC is making it, I think it should be out of the ratings system entirely. We could move it into a "special skills" category and treat it as that. Maybe make it a prerequisite for an "XC" special skill. We already have the software in place to record & track it, and print it on membership cards. Taking it out of the ratings requirements will be some work for the web team, but worth it.

The motion does not contain the caveat that this motion only applies after a suitable alternative can be appoved.

This means that we have to approve the alternate which we don't have.

Why are we doing this prior to the approval of the substitute? Since it's not going to be implemented and since it's implementation requires the approval of another motion this should be done at the same time. Is this a case of smokle and mirrors? So that we can be seen as doing something?

Since the motion is not stated completely I will vote against. sorry

It doesn't say that it HAS to be done before we have an alternate way to insure that we will still have the right to fly, either. It gives us a direction, and clearance to do what's necessary to achieve that goal.

I am not against this motion. I just would have liked to know when we will fill the void created by this motion.

I was about to go do my HAGAR to get to my advanced rating. Since it's not required for the intermediate, I'll take care of my HPAC ratings before my HAGAR which is a pain in the...

So, now it's passed anyway. What do we do know before we get an answer frm TC?
